The University is traced to May 2009 when the government issued a Legal Notice No.56 of 11th May 2009 which set up Bondo University College as a constituent college of Maseno University. As the University College started expanding, there arose a need to establish a presence in Kisumu City to tap into the population of the City which was yearning to access University education. Thus in April 2011 the University College established a Learning Centre in Kisumu which was housed at the Maseno University Retirement Benefits Building at the City Centre. In May 2012, the Centre was moved to new premises at St. Stephen’s Cathedral in Milimani area. However, this was a rented facility. On February 13, 2013 Jaramogi Oginga Odinga University of Science and Technology was established through grant of Charter as the Successor of Bondo University College and a fully-fledged University in Kenya. The change In status was reflected In all the Learning Centres including Kisumu. In May 2017 the Leaning centre was accredited to campus status. In January 2018 the campus was relocated from the ACK premises to the current site along Ojijo Oteko Road in Milimani. The property is owned by the University.
At the start in 2011, there were two administrative staff and three support staff. The Centre started with three programs: Diploma in community Health and Development which had 7 students, Diploma in Law with 21 students, Diploma in Business Administration which had 10 students, Certificate and Diploma in Tourism Management 7 students and Master of Business Administration with 1 pioneer student. Teaching was largely conducted by part time lecturers.
